At the time of his death he was Presiding Elder of the Augusta District. A contributor to church publications, he also wrote "Sanctification," a pamphlet published in 1886 (Macon, Ga.: J.W. Burke). During the last six years of his life (1885-1890), he served as Secretary of the North Georgia Conference. Baxter had married Fannie Thrasher of Clarke County, Georgia, on May 9, 1872. The couple had four children.
