Scope and Content Note
CEKLOR was formed in 1948 by various civic clubs in Georgia-Civitan, Exchange, Kiwanis, Lions, Optimist, and Rotary to bring about state-wide election reform. Specifically, the group worked to have each county adopt the secret ballot and to monitor more effectively vote tabulation. Charles Palmer was active in CEKLOR's founding and its operation.
