Scope and Content Note

The series primarily contains papers relating to the professional activities of Randolph Thrower, 1935-2004, notably with the Internal Revenue Service; the American, Georgia State, and Atlanta Bar Associations; and his career in law, his work with the law firm Sutherland, Asbill, and Brennan, and his work with the Little Cumberland Island Homeowners Association concerning the 1972 act of Congress that created the Cumberland Island National Seashore. In addition, there are records on his work with various ethics boards in Atlanta as well as research and speeches he gave regarding his professional work.

Materials relating to his work with the Internal Revenue Service (IRS) include correspondence, memos, printed materials, reports, and speeches from 1969-2004. These documents cover Thrower's tenure as Commissioner of the IRS, 1969-1971, as well as the work he did following as a consultant for the IRS through 2004. Of particular interest are the several folders covering the controversial private school guidelines enacted by the IRS and the voluminous material pertaining to the Inter-American Center of Tax Administrations (CIAT). Internal Revenue Service, S. 495 Watergate Reorganization and Reform Act, 1975 is a series of court cases, articles, correspondence and other materials meant to help Thrower write his congressional statement on the Clinton era National Commission on Restructuring the IRS in 1997. There is also documentation on the Ken Ballew raid in 1971 including statements, reports, clipping, and court documents.

Documents from Thrower's work with the Atlanta, Georgia, and American Bar Associations include correspondence, clippings, notes, reports and administrative documents from 1977-2003. There are also records on an ABA taskforce, which Thrower chaired, to craft a report for Congress on flag desecration. In addition, there are documents on the Committee on Women in the Profession Margaret Brent awards including nominations, clippings, candidacy packets, and notes. The papers regarding the State Bar of Georgia include correspondence, reports, clippings, printed materials, and minutes of meetings, 1987-2004. The bulk of the papers relate to the State Bar of Georgia's work with topics including the Special Committee on the Involvement of Women and Minorities (1988-1996), Continued Legal Education seminar (1992), and the Committee for Access to Justice (1997-2001). There is notable correspondence with, and a report from, Hilary Rodham Clinton, who was chairing the American Bar Association Special Committee on Women. Also included are presenter biographies and preparatory materials for the Atlanta Bar Association Continuing Legal Education's seminar in 1989, "Handling Tax Controversies," as well as documents from the group's Special Committee on Police Compensation (1978-1980). The majority of the papers about the Lawyers' Committee for Civil Rights Under Law contains concern the organization's opposition to the nomination of Clarence Thomas to the U. S. Supreme Court as well as Thrower’s dissenting letter supporting the nomination of Thomas. There are also a number of documents on other professional organizations including the Lawyer's Club of Georgia, the Southern Legal Council. Also included are documents about Thrower's work with Sutherland, Asbill, and Brennan as well as drafts and notes on the history of the firm for a document by William Sutherland and Elber Tuttle, compiled from 1967-2003.

Thrower's work with Ethics boards and research includes the City of Atlanta Board of Ethics' correspondence, notes, clippings and administrative materials on Thrower's involvement an expert in the case, which covered conflicts of interest, gifts, and financial disclosure in Atlanta.

Other professional papers include research Thrower used for writing speeches as well as tips and advices for public speakers. There are also day planners and deskbooks that document his daily routines. In addition, there are records on the Ferman Motor Company (1995-1997) with whom Thrower worked to assess various reorganization plans for the company. Speeches include drafts of Randolph Thrower's many presentations on professionalism and ethics in the profession, tax laws, and tax policies as well as other professional work he engaged in including those he gave at the Rotary Club of Atlanta.
